House, Senate Release Proposed Budgets FYI 2026-2027

Tallahassee, FL — February 13, 2026 — Both the Florida House and Senate released their first proposed 2026-2027 fiscal year budget plans earlier this week.

Both proposals outline initial funding priorities for PreK-12 education, workforce development, and student support programs. These proposals mark the starting point for budget negotiations that will continue throughout the remainder of the session. Under the state constitution, the budget is the only bill the Legislature is required to pass each year. A reconciled budget must be approved by both the House and Senate before being sent to the governor.

Per-Student Funding

  • House proposes a 2.7% per-student funding increase in public education – an increase in the total per-student unweighted funding by $247.60, including the base student allocation by $129.
  • Senate proposes 1.6% per-student funding increase in public education – an additional $150.98 to the total per-student funding, including $50 to the base student allocation.

Teacher Salary

  • House proposes $101.4 million more toward teacher salary increases.
  • Senate proposes $100.3 million – “We are raising our annual investment in teacher raises,” said Senate Education PreK-12 Appropriations Chair Danny Burgess. 

Capital Outlay

  • House budget leaders have proposed a Fiscal Year 2026-27 budget that includes $260.2 million for Public Education Capital Outlay and Debt Service Trust Fund (PECO) — allocated to charter school maintenance, repair, renovation, and remodeling. 

Schools of Hope (SOH):

  • FLDOE requested $20 million in their proposed budget
  • House has not yet proposed SOH funding — awaiting report from FLDOE to determine allocation
  • Senate proposes $6 million — keeping funding at existing levels

Teacher Pay

  • House proposes $101.4 million
  • Senate proposes $100.3 million.
