Tom Miller, Founder·Leaders Building Leaders

Dr. Tom Miller is a nationally recognized charter school leadership expert, governance strategist, and founder of Leaders Building Leaders, an organization dedicated to building high-performing, mission-driven schools. Dr. Miller played a pivotal role in the expansion of charter schools in North Carolina during the historic removal of the state’s 100-school cap. During his two-and-a-half years with the North Carolina Office of Charter Schools, he helped design the operational evaluation and review system that managed more than 300 charter applications across three cycles, contributing to the approval of more than 70 new charter schools.
