District Charter Collaborative
In collaboration with the Florida Department of Education (FLDOE), Florida Charter School Alliance continued the Charter School Leaders and Authorizers Compliance and Best Practices Training and Collaboration initiative during the 2025–2026 grant year. The initiative provided professional learning opportunities designed to strengthen collaboration between charter school leaders and district authorizers while promoting effective governance, compliance, and best practices across Florida.
Authorizer Training
The Authorizer Training consisted of four live virtual training sessions facilitated by Dr. Tony Arza and Mrs. Maria Alba-Quesada. The training provided an overview of the statutory responsibilities of school board members, superintendents, and superintendent designees serving as charter school authorizers, while reinforcing best practices in governance, oversight, and collaboration. Special guests Dr. Kia Scott (Orange County Public Schools), Dr. Ann Marie Dilbert (Palm Beach Schools), and Dr. Lastenia Penaloza (Osceola County Public Schools) shared their experiences with Charter Authorizing.Â
In addition six collaborative roundtable discussions were conducted with school board members, superintendents, charter school leaders, and educational partners. Two of the six sessions were held in person, hosted by Miami-Dade County Public Schools and Osceola County Public Schools, while the remaining sessions were conducted virtually and made available on demand. The roundtables provided participants with opportunities to exchange ideas, discuss current educational challenges, and identify collaborative solutions that support both traditional public schools and charter schools.
Throughout the discussions, participants explored several timely and relevant topics, including:
- Classical education and the implementation of rigorous, knowledge-rich instructional models.
- Strategies for addressing teacher, faculty, and staff absences while maintaining instructional continuity.
- Improving graduation rates through innovation, early intervention, and data-informed decision making.
- Preparing for declining enrollment through demographic forecasting, strategic planning, and resource allocation.
- School safety, including physical security, mental health supports, technology, and risk-based planning.
- Evolving in Florida’s expanding school choice marketplace, including empowerment scholarships, personalized learning, innovation, and long-term sustainability.
